HPSPNA Meeting Minutes – December 13th, 2022 

The HPSPNA Meeting was held on Tuesday, December 13th at the Fire Station (#2). The meeting was opened in due  form by the President, Sean Heyniger at 5:30 p.m. In attendance were Commissioner Lambert, Officer Seth Buxton  and Suzanne Berglund (and the DP Team), Michelle Terebinski & Lorenzo Rivero, and approximately 15 neighbors. 

• Safety update – Officer Seth Buxton – 2023 Bi-Monthly Meetings with the Chief of Police will be by Officer  Buxton (Dates listed below). There will be extra police presence for holiday detail around retail establishments.  Even though crime is low it is still critical to LOCK YOUR CARS. He will also check on traffic pattern and ability to  slow traffic on Vincent between Westminster and Greenwood.

o Commissioner Lambert – Introduced Nathan Polselli, New Administrative Assistant. She also provided  much appreciated updates on curbing (More details to come following upcoming commission meeting)  and committed to following up on traffic pattern on Vincent and potential for additional lighting in  Prospect Park. 

o Washington Road Project Update

▪ Sam Heady, DP Development (General Manager), Joey Bressimgham, DP Development  (Superintendent), Justina Hicklyn, Valerin (Sr. Communications Specialist) & Bruno Roth, DP  Development (General Superintendent) 

We are approaching end of year two on the Washington Project and targeted for Q3 ’23 completion.  Updates included: 

• It was agreed upon to keep the road closed to local traffic only during the holidays (to  avoid accidents and unnecessary dirt)  

• DP will move off the second phase of the project North of Petty Park by the end of  

January 

• DP will place asphalt millings on the road during the interim before asphalting the road to keep the dust down 

• Petty Park will be raised by 18” near the water line and will have stabilization matts  incorporated - Petty Park will be available to the community in March 

• Sink hole and fire hydrant (By Monroe) will be fixed beginning of ‘23

Additional items discussed: 

• Vincent and Greenwood dangerous with speeding and lack of lighting (Officer Buxton,  Commissioner Lambert and Xavier will be involved) – Officer Buxton followed up  

immediately after the meeting to let us know that additional traffic enforcement will  be in the

area and will keep him aware of stops, warnings, citations, etc.  

• South of Greenwood on Flagler will need water management in the future 

• Greymon and Greenwood streets will begin the process of moving water main at the  end of ’23 

• Greymon Road in complete disrepair (Leslie will be calling the city to advise) 

• Rugby and Olive on the west side of Prospect Park requiring sink hole repairs 

• VINCENT CURBING Is non-existent (In process!!) 

• Street cleaners on Wednesday afternoon worst case Thursday morning – Needs  

consistency 

o Michelle Terebinski & Lorenzo Rivero (City of West Palm Beach Parks and Recreation) 

• Voted to have the blue color 

• There was discussion again re: swings and shading - Our current budget only covers  

the cost of the playground, but they are exploring other funding options so that we  

can include swings/shading in the project….Potential phase II. 

• Social Committee – Lisa Wilkinson let us know that we would be having a Party in the Park in April along with a  RIBBON CUTTING ceremony - Stay tuned for details.

The HPSPNA Meeting was held on Tuesday, September 20th at the South Olive Community Center. The meeting was opened in due form by the President, Sean Heyniger at 5:30 p.m.  In attendance were Commissioner Lambert, Officer Seth Buxton and Suzanne Berglund (and the DP Team), The Mint Eco Team, and approximately 25 neighbors.

    • Update on temporary stop sign be placed at the intersection of Vincent & Marlborough due to safety issues (children) caused by the traffic pattern created by the detours on Washington Road.

    • Commissioner Lambert provided us an update on local businesses, the WPB Golf Course and the new WPBKEY APP you can download to report issues, receive ticket # and follow progress! She will be following up with us on the Frisbee group and the future of the Belvedere Gateway strip plaza (They will be attending our next HPSPNA meeting) and the parking challenges along the Dixie corridor (In process).

    • The Green Button Wood that extended into Petty Park was successfully transplanted to Monceaux Park – She looks beautiful. Read the article in the Post from Tuesday here.

    • Washington Road Project Update – Most importantly, the current work is running to schedule. The next section will begin in June 2023.

      • Suzanne Berglund, Engineering Manager, City of West Palm Beach let us know about current projects in the area. Paving to start on Flagler & Washington south of Greenwood, Greenwood to Greymon water main improvements, the sinkhole that is starting south of Greenwood will be repaired in October.

      • Pat Borrico, DP Development (Project Manager) & Sam Heady, DP Development (General Manager) responded to flooding challenges and questions from neighbors.

      • Joey Bressimgham, DP Development (Superintendent) thank the neighbors on Washington for the patience and flexibility.

    • Rudolph Galindo & Michelle Terebinski (City of West Palm Beach Parks and Recreation) – Present final playground selection. Although not present for the meeting, following is an excerpt from an email we received in advance of the meeting:

Due to the increase costs of materials and labor, our current budget only covers the cost of the playground, but we are exploring other funding options so that we can include swings in the project once the underground work is done at the park. The timeline for the playground installation is tentatively scheduled for Summer 2023 but that is contingent on the Engineering Project being completed at the park. Since we are about 10 months away, it also gives us time to request additional funding for the swings to be added.

As for the playground design, here is the data of responses and votes.

We had a total of 118 responses to the George Petty Park Playground Survey:  

  • Option A - 27 votes (22.88%)

  • Option B - 74 votes (62.71%) – Final design recommended, as it was the majority’s preferred (PLEASE SEE FINAL DESIGN BELOW)

  • Option C - 17 votes (14.41%)

    • Geoff Jervis, CEO, Preston Black, COO, Bobby Cano, VP Operations & Shannon Hunihan, CMO (Mint Eco Car Wash) – Presented their Traffic Improvement Plan and responded to questions – The proposed plan was well received. They will keep us apprised as they move through the process with the city.

▪ Delays & Mitigation - Challenged with Supplies, COVID and lack of workers. Managing the best they  can.  

▪ Realistic Time Frame – Once Greenwood intersection is open, the move from Greenwood to Petty Park  will begin. Work in Petty Park has started. Temporary water main needs to be in place before the road  work begins. Curbing on the east side of road will be removed and all irrigation systems will be capped  prior to work. HPSPNA Meeting Minutes – October 12th, 2021

The HPSPNA Meeting was held on Tuesday October 12th at the South Olive Community Center. The meeting was opened in due form by the President, Sean Heyniger at 5:35 p.m.

In attendance were Commissioner Fox, Officer Seth Buxton and Suzanne Berglund, Angel Gardner, and approximately 20 neighbors.

  • Welcome & Introductions

  • Crime update – Officer Seth Buxton

      • Addressed reports of speeding in the South of Southern neighborhood and asked that neighbors be aware and report any reckless driving.

      • Police have started to monitor social media account of groups of teens/kids that have been antagonistic on bikes and are policing the situation.

      • After a neighborhood car theft, 2 men, part of a large organization, were tracked through the car GPS and arrested in Broward County. They seem to have been targeting cars with the keys inside. Knowing that car mirrors on certain cars turn inward when locked, they looked for car mirrors that were not tuned inward.

      • Neighbors have the ability to report crimes in realtime at intel@wpb.org, the City’s realtime crime reporting site.

    • 4 Tidal Valves have been installed to-date. These are being monitored and as of now, no issues.

    • The next phase of the city is focusing on will be in the northern end of city, near Good Samaritan Hospital.

    • Monceaux pipes are being redesigned, more information to come.

    • Project is projected to be completed by end of next year.

    • No update on lighting.

  • Washington Road Project Update by DP Development - Pat Borrico (Owner), Butch Carlson (Project Superintendent)

    • Building road, restoration and building sidewalks poured in 2 weeks.

    • Washington, Edgewood to Greenwood - All underground installed, tested and completion of road beginning.

    • Drainagae on Greenwood is being worked on will be completed in 2 weeks

    • The project is experiencing setbacks with finding workers and materials due to Covid.

    • Next phase to begin in December.

    • Irrigation - Workers will be capping irrigation at sidewalks to preserve homeowners irrigations systems.

    • Please remember that rainfall affects the project.

HPSPNA Meeting Minutes – June 8th, 2021

The HPSPNA Meeting was held on Tuesday June 8h at the South Olive Community Center. The meeting was opened in due form by the President, Sean Heyniger at 5:35 p.m.

In attendance were Commissioner Fox, Officer Seth Buxton and Suzanne Berglund, Angel Gardner, Commissioner Lambert and approximately 18 neighbors.

  • Welcome & Introductions

  • Crime update – Officer Seth Buxton

      • Addressed reports of neighbors seeing kids/teens being antagonistic and asked that we continue to report these situations to the police.

      • There have been 41 incidences of cars in West Palm Beach as a whole, being broken into where firearms have been reported stolen. We are urged to please lock our vehicles and if you have a registered firearm in your vehicle, to bring the firearm inside at night time.

      • 8111 S Dixie – Deadline for proposals has been moved to July 8th – Because the property is city owned, a City Board has been created to review proposals

      • West Palm Golf Park - Commissioner Lambert $43million had been raised at the time of the June 8th meeting.

      • The City of West Palm Beach will be benefiting from the American Rescue Plan with $25 million o reimburse costs of COVID - This money can be spent on infrastructure needs, along with other needs.

      • The topic of artificial turf was discussed because of the recent code violation citations and code violation fines given to property owners with artificial turf in their front lawn - Commissioner Fox reported that this is being addressed at a Commission level and is working to put together a workshop to discuss and understand the topic. She asked that if you have been cited for this code violation to the contact the city to discuss, write a letter to other Commissioners and the Mayor in order to bring the topic to attention because they vote on the subject.

      • Commissioner Lambert reported that the 7/11 on Southern and Washington will be opening soon.

      • Addressed a process for getting info regarding things like roken sidewalks, hedges needing to be trimmed, pot holes, street sweeping, etc., to the city.

        • Discussed street captains collecting this info and getting the info to a point person, who will then connect with the City. Ronnie Simpson volunteered to be point person.

  • Washington Road Construction Update – Suzanne Berglund, Project Manager, City of West Palm Beach & DP Development & Angel Gardner, Community Outreach Manager, Valerin

      • Phase 1 of the project will wrap up in Late July

      • Phase 2 of the project - August - December

      • Phase 3 of the project - December until Summer 2022

      • Neighbors discussed issues with sprinkler lines being busted and the result of personal costs incurred.

      • Suzanne will get back to us regarding the process of recouping these type of costs for residents.

      • Homes on Washington Road should have irrigation lines going toward the sidewalks capped before Phase 2 begins - Homeowners need to speak with project workers to get this completed - Code enforcement should know that the grass beyond the sidewalk and street will die and not to cite/fine for code violations.

    • An update regarding the status of the Belvedere Gateway - City is planning to hire new contractor and a new landscape architect is being addressed by the City.

    • Adding bricks to the speed bumps that will mirror speed bumps in El Cid were mentioned - Suzanne will get back to us on this.

    • The playground equipment will be replaced at Petty Park.

    • No update on lighting

HPSPNA Annual Meeting Minutes – March 9th, 2021

The HPSPNA Meeting was held on Tuesday March 9th at the South Olive Community Center and via Zoom.

The meeting was opened in due form by the President, Sean Heyniger at 5:35 p.m.

In attendance were Commissioner Fox, Officer Seth Buxton and Suzanne Berglund, Angel Gardner,

Commissioner Lambert and 20 neighbors. We also had approximately 10 attendees via Zoom.

  • Welcome & Introductions

  • Crime update – Officer Seth Buxton (Attached documents were provided). Thus far in 2021 we have 13 new police officers + 3 more to be installed this week. Real Time Crime update to be provided at upcoming meeting (License plate readers (currently near Cholo Soy, CVS across from Havana’s & City entrances), FUSUS).

    • Officer Buxton sent subsequent notes to Kevin Volbrecht regarding parking challenges (Traffic engineering) on Monroe/Dixie & Greenwood/Dixie – Suggested flexible traffic poles to stop parking so close to corners blocking view entering Dixie. The whole corridor suffers from the dangerous trend.

    • West Palm Golf Park - Commissioner Lambert provided a well-received and exciting update (par 3 – 9-hole and par 71 – 18-hole courses; expected completion Nov. 2022).

Vincent Road: No curbs, flooding, and road needs to be resurfaced; Argyle: Flooding/Standing water – Numerous emails and photos have been submitted to the City without recourse; Westminster: Standing water - My response to Vincent, Argyle, and Westminster standing water/flooding is that other than regrading swale areas in the right of way for water to collect in we have really limited options to install an underground stormwater drainage system to collect the water ponding in those areas.  The stormwater system on Washington Road needs to be installed first for the City to have somewhere for the water to go. The Washington Road project will not be completed until summer of next year. Numerous homes in the area are having challenges with back-ups in their homes believed to be caused by the inadequate systems. What recourse is available? If homes in the area are having issues with back- ups that are believed to be caused by the City’s system, the homeowner should call the City’s hotline at 822-2222 to report the issue.  The complaint will be logged, and appropriate action would be taken at that time.

    • Commercial Neighbor Initiative – Heather Safrit: Celis Produce Challenge – Officer Buxton provided Heather with cell number to have a conversation off-line to address this situation. o South Dixie Highway Improvement Project (Road Diet) – This project has been canceled. It remains on the City website because it is still on the Transportation Improvement Plan for FDOT. They have a five-year plan that ends in 2023. Theoretically, it could come back before 2023 because it is in their budget, but FDOT sent the city a letter months ago saying they were cancelling it.

o Lighting project (Washington) – Hopeful we can make progress here. JJ meeting with Kevin & Suzanne prior to Dec 8th meeting.

o Washington Road Project – Still on track to commence early January

o Monceaux Parking Challenges – Heather working with Jennifer Ferriol to finalize details and start date. Challenge will be enforcement (Jose Tagle will be providing us with the appropriate number to call).

o Belvedere Gateway - Should go to commission for Face of the City the first meeting in January.

o 8111 S Dixie Hwy Development – Commissioner Fox appointed Eddie Schmidt as the District 3 representative to sit on this committee and review the proposals for what might be successful in that location. He owns Table 26 and lives in the Southern end of her district (He will offer a unique perspective). They have not yet put the bid out.

o South Olive Traffic Calming – Work has started this week.

o Tidal Valves - The city will be installing the first tidal valve after Thanksgiving to help with the King Tides and flooding. There are approximately 30 locations that they will work on through the end of 2021. Plan to provide this to the HPSPNA at the Dec. 8th

Olive Traffic Calming Project – Zoom Meeting, August 18th @ 6 p.m. – Email from the City: The City of West Palm Beach is working on improving the safety and the infrastructure of our roadways and to continue to provide quality services our residents have come to expect. To achieve that vision, we will undertake a road maintenance project in S. Olive Ave from Southern Blvd to Okeechobee Blvd. The project involves upgrading the existing bike lanes, installing traffic calming measures, installing pedestrian crosswalks and upgrading the curb ramps to be compliant with the American with Disabilities ADA). Notes from El Cid: There will be 5 new speed bumps added to the current 3 speed bumps on Olive; a total of 8 speed bumps from Flamingo to Dyer accompanied by multiple signs throughout that stretch. Speed Bumps from North to South: Falmingo to Barcelona (existing), Barcelona to Cordova (new), Cordova to Granada (new), Granada to Valencia (existing), Valencia to Sunset (new), Sunset to Pershing (existing), Belmonte to Almeria – (new), Almeria to Dyer – (new) Additionally, if you will be traveling north on Olive to Okeechobee or south to Southern, you will traverse a speed bump every 411 feet, highlighted by 125 signs total. The City’s intent is to slow traffic on Olive to reduce accidents and ease of ingress and egress from residents’ driveways that directly access Olive. However, the City Project Manager was unaware of any traffic study examining the potential impact on the east-west streets through our neighborhood caused by drivers wishing to avoid the speed bumps and frequent congestion on Dixie and Flagler. They anticipate drivers will leave Olive to go to Dixie (through the neighborhood blocks between Olive and Dixie) or travel east to Flagler (through the neighborhood blocks between Olive and Flagler). HPSPNA Annual Meeting Minutes – March 10 th , 2020

HPSPNA Annual Meeting

The HPSPNA Annual Meeting was held on Tuesday March 10 th at the Fire Station located at 4301 S. Dixie.

The meeting was opened in due form by the President, Sean Heyniger at 6:30 p.m.

Approximately 20 neighbors and Officer Buxton were in attendance.

  • Welcome & Introductions

    • Officer Buxton – Smart Water Packets and the RING Neighbors App leaflet were both distributed & a crime update was provided, specifically regarding Huy Bich.

    • Following are the subsequent updates provided by Officer Buxton: Huy Bich Tran’s first appearance was March 13 th at the Palm Beach County Sheriff’s Office.  Sergeant Preusz spoke with the State Attorney’s Office prior to the hearing to pass along the community’s concerns.  Residents were welcome to attend.  In some instances, the judge allows the public to speak, although that opportunity is case by case and not guaranteed.  We will keep the public informed as to the outcome of the hearing. Sergeant Preusz and I attended Tran’s first appearance.  The judge set a $25,000 bond and no contact with the victim.  The case may be transferred to the mental health court.  Tran is indigent and will most likely not post the bond amount.  We will stay in touch with the State Attorney’s Office and keep the public informed.

  • The Monceaux Bike Marking meeting was held on Tuesday February 11 th , 2020 at the Fire Station located at 4301 S. Dixie. The meeting was opened by the President, Sean Heniger at 5:30 p.m. and concluded at 6:25 p.m. Approximately 16 HPSPNA Neighbors (9 Monceaux homeowners), Officer Buxton, Jose Tagle, Kevin Volbrecht were in attendance.

    • Why was Monceaux chosen as the street to execute the bike tattoos – Monceaux was chosen based on the Master Bike Plan – Specifically due to the E/W & W/E accessibility.

    • Residents thought the signs were a mistake – This was miscommunicated. The signs are required. The original signs under the bags were for traffic calming and were removed until further studies and decision were to be made. o Residents commented that they feel like they are being picked on because they were vocal about the roundabout – These were decisions that were made well in advance of the Monceaux roundabout.

    • What are the future plans for connecting the current bike tattoos – The Master Bike plan was shown. Link will be provided to include on our website. Rhonda Grammar suggested that consideration be provided based on the markings AND signage to the size of the smaller, tighter & historic Monceaux roadway. Kevin made zero promises to ensure anything would change. We sent a follow up email to Kevin reinforcing that we would appreciate his support on whatever actions could be taken (Smaller signage, smaller markings, markings that are fewer in nature - Perhaps a few could be removed?).

    • Ben Mandell, Principal: Tricera Capital – The Press, WPB Ben provided an overview or The Press project, former Palm Beach Post site – 2751 South Dixie Highway: Following are talking points provided by Ben subsequent to the HPSPNA Meeting. The addition of a high-end grocer, fitness facility, and Starbuck’s adds great value and convenience to our neighborhood, saving all of us longer trips across the City.

      • The proposed uses complement and enhance the neighborhood and are uses that the neighborhood desires.

      • The developer is adaptively re-using the site in a thoughtful, low rise manner without adding additional intensity to the site.

      • The developer is not utilizing all of the height, density and intensity that could be placed on the property.  The neighborhood appreciates this.  Most developers would have proposed to tear everything down and build new high rises.  That would be very bad for the neighborhood and the environment.

      • Combined with the new development at Prospect Place, the proposed development makes this segment of Dixie Highway active, pedestrian oriented, and neighborhood serving.  These are significant upgrades to South Dixie Highway.

      • We love the design, proposed public art, and “coolness” factor that the developer is proposing.

      • We appreciate that the developer is paying homage to the site’s history as a newspaper press. If you are inclined to speak in favor of our project at a public hearing (2.18.2020 & 4.6.2020) or write a letter in advance (would go along way!).  My zoning attorney advised, that having each note personalized, will provide a lot of weight. In addition, they were going to check on the abandoned home (and vagrants) and provide feedback. If anyone believes vagrants are in any home, they need to call the police. Availability and pricing will be provided for rolling lights. Concern about low lighting in Petty Park will be brought to City officials as a safety concern.

o Commissioner Ryles provided updates on the Washington Project & The Monceaux Roundabout Washington Project & Monceaux Roundabout 1.)  The Washington Project and the Monceaux Roundabout are two SEPARATE projects moving forward. This was done (brilliantly) to alleviate a potential slow-down due to the decision making process re: The Monceaux Roundabout. 2.) The Washington Project is moving forward. Review and final approvals (With additional Consultants) are in process. RFP will be in place early January. Mid-2020 Project start. 3.) Monceaux Roundabout will be bid out in three ways so when a final decision is made, the City can act: One with the Roundabout; One with a Speed Table; and One with no change. At the moment the Roundabout is on hold and not happening. 4.) Policy Workshop will take place in February (Date TBD) to determine which final action will take place at the Monceaux Roundabout based on consensus, science and process (Not in any particular order).  Washington Road Project Update – Project Link

 Petty Park Update – Fill and Beach erosion measures presented. Concerns were addressed by Anne

Capelli regarding flooding. Plan is to still place outfall on Southern edge of Petty Park. Buttonwood

will remain (Some voiced concerns regarding the danger of people playing on the branches hanging

into the park). High Performance Turf Reinforcement Mat was the favorable option to offset beach

erosion. Project Link

 Monceaux Round-a-bout was discussed. Concerns were voiced from those that live on Monceaux

(Increased traffic on Monceaux). Mayor James is meeting with a Monceaux resident on Monday.

Positives were also voiced about the round-about and the help it will provide to reduce speed and

increase safety – A natural location. It was also clearly communicated that any change in the plan

will further delay the Washington Road Infrastructure Project.

 Prospect Park Signage – We will connect with Todd Snyder to see what options are to replace the

missing sign.

o Christine Perdomo – Project Manager for the Monceaux Traffic Calming & Parking Issue

 Monceaux Speed issues will be addressed with signage to highlight the current speed bumps and

not to exceed speed signage.

 Parking: Heather has been working on this issue since she purchased her home. It appeared that

after the following report was provided that no parking, timed parking, permit parking would be

executed – The room was shocked at the lack of options provided. And that despite the road width

is not in compliance with City Code, even a temporary fix had not been administered.

 Report on Monceaux states (Ed Davis email dated 6/28):

o The width of the streets creates significant clearance issue for two way traffic when

vehicles are parked on both sides of the street. 

o Depending on the size of the parked  vehicles , the clearances can be as narrow as

10’ between vehicles. These circumstances presents difficulties, not just for the

passages of two-way traffic, but for the city trash pick-up and large emergency

vehicles as well.

o IAW with West Palm Beach Code of Ordinances, Sec. 86-60. - Authority to prohibit

parking on narrow streets:  The traffic engineer is hereby authorized to erect signs

indicating no parking upon any street when the width of the roadway does not

exceed 20 feet, or upon one side of a street as indicated by such signs when the

width of the roadway does not exceed 30 feet.   (Code 1979, § 19-70).

 Options for Parking were CURB COLORS – Link to Know Your Curb Doc. This option was a

unanimous NO. Parking on one side or the other, alternating parking by day, Parking by the hour

were briefly discussed (no plan in place) and the idea of permit parking was once again brought up.

This is successfully done in Palm Beach. Christine said she would bring this back to Larry Ganns - She

was not aware that permit parking had been discussed. She will be getting back with us.

 It was suggested that we get Commissioner Ryles involved.

through Friday, Sept. 13, for the installment of curb and parallel parking stalls

 Southbound Dixie Highway north of Monceaux Road and south of Hampton Road will have one

outside lane closed, 9 a.m. until 3:30 PM, Monday through Friday, Monday, Sept. 16 through

Friday, Sept. 27, for the installment of new sidewalk, mill and overlay surface of the lane. For more

o   Commission Workshop 5/28 - We were not properly represented for the lighting nor the parking. Lighting Study Data was inaccurate (Email was sent, and received/responded to, prior to the meeting). We were not allowed to speak.

§  Lighting - We will continue to send emails, re: NO lighting in some areas. Another study will be conducted. No details were provided. Mayor James stated that the squeaky wheel will not get lighting before tracts ranked higher. Each tract will be looked at more closely to determine if there are specific needs that should be met.  6-9 months before any further decisions may be made.

§  Parking – Heather is working with Uyen Dang to get a meeting scheduled.

o   FAA Workshop – Held April 18th, FAA workshop was set up to inform the public/community that they will be modifying the air routes at 10,000 ft elevation and higher. This is so they can modify procedures that both the tower and pilots can communicate and update flight plans with the new computer systems that are getting installed over the next couple years. With the changes to flight paths it will aid in safety, also improve travel times and save on fuel. They would not discuss the current takeoff and approach routes that are the current flight path protocol or adding another runway.

o   Suzanne Berglund, PE, Engineering Manager, City of WPB: Update on the Washington Road Project and how the project will affect George Petty Park (Drainage).  Plenty of discussion re: the

Monceaux Roundabout:

§  Back-up of traffic; Merging of bicycles and pedestrians; How to beautify the circle; Will it slow traffic?

Petty Park Drainage Project:

§  Will the buttonwood remain? 

·         If not, there is no reason to cross the park diagonally and the cost could be reduced – And eliminate the concern of the property owner to the South of the park

§  Concern about children getting hurt playing on the rocks in the water surrounding the unit.

§  If the out-flow does not help the drainage in the park, why would we not put the pump station in NOW (Which was originally planned) and help the park and the entire neighborhood drain properly? Why put a Band Aid on what we believe to be the appropriate solution. The park will already be dug up.

In addition, he has already begun asking about the lighting information we have been promised (data and cost analysis). We will keep everyone informed on our next steps. §  Planning Board voted that they could not endorse the City Planners current CMX recommendations (According to statements from City Hall the plan is off the table for now)

o   Okeechobee Business District 

§  The Zoning and Land Use Changes for the Okeechobee Business District that would have enabled the construction of the 25 Story One Flagler (or something similar) immediately behind the Christian Science Church met with defeat last year by a 3-2 vote of the City Commission. The City is bringing the proposal back through the process.  Notices were mailed out to surrounding property owners and residents this past week.

§  New "Mobility Plan" to address congestion and other traffic issues on Okeechobee Blvd. and other areas of the downtown. 

§  The PBC Tourist Development Board is investigating the need and economic feasibility of expanding the Convention Center and the Kravis is building an additional parking garage and expanding the lobby.

Minutes of HPSPNA “Kick-Off” Meeting                                                                March 27th, 2018

 

The Inaugural Neighborhood Association meeting of HPSP was held on March 27th beginning at 6:30 p.m. in the home of Sean and Ashly Heyniger. Mingling, signing in and filling out willingness to serve forms occurred as neighbors arrived. The meeting was opened in due form by the president at 6:45 p.m.

 

Approximately 60 neighbors were in attendance.

 

Introductions were made to: Sean Heyniger (President), Kelly Holmes (Treasurer), Jennifer Jackson (Association Directory), Police Officer, Commissioner Elect Cristina Lambert, Neighborhood Services Coordinator Jose Tagle and Commissioner Paula Ryan.

·         Established a FL NON-Profit Neighborhood Association Corp.

·         Established a website: HPSPna.org

·         Established a HPSPNA Bank Account at Wells Fargo ~ $7,050 in account

o   Actively working with attorneys to get $3,400 returned from Tom Conboy (Poinciana Park Association)

·         Reached out to ALL neighbors/homes in HPSPNA

·         Difference between an HOA and NA

o   A Neighborhood Association is a group of residents or property owners who advocate for or organize activities within a neighborhood. This is not a Home Owners Association – we do not have legal authority to enforce rules and regulations or create restrictions. Instead we work together to make change and improvements to neighborhood safety, beautification, communication, infrastructure, and social activities. We enforce rules and regulations through education and looking out for each other, we are a cohesive voice working together to make our neighborhood the best it can be.
